4 honda civic ex code + rev limit 5k rpm/?

ok the guy who sold me the car 5 months ago yanked out the cel light..and I noticed i couldn't go passed 5.2k rpm on my 99 civic ex 5 speed.car runs amazing no noise no nothing ...but wont go passed 5.2k rpm! so one random day i started my car quickly and reved quickly and it went passed 5k rpm!! but when it goes below 1k the limiter kicks in...i ran a diagnostic and here are the codes p1337 p6135--p1259---p1667--- im not taking it to a honda dealership there thirsty for money and scam people...some1 help me pls
